NORTH EASTERN REGION DISTRICT SDG INDEX (2023-24)

The NITI Aayog, in collaboration with the Ministry of Development of North Eastern Region (MoDoNER) and with support from the United Nations Development Programme (UNDP), has released the second edition of the North Eastern Region (NER) District SDG Index 2023–24.

  • The NER District SDG Index measures the progress of Sustainable Development Goals (SDGs) across districts in India’s eight North Eastern States.
  • The 2023–24 edition covers 121 out of 131 districts (around 92% of the region)
  • The first edition of the Index was launched in 2021.
  • Districts are categorised into four groups based on their composite SDG scores: Achievers (score of 100), Front Runners (65–99), Performers (50–64), and Aspirants (below 50).
    • Key Findings (2023–24 Edition)
      • Overall Range of Scores: Lowest: 58.71 – Longding (Arunachal Pradesh); Highest: 81.43 – Hnahthial (Mizoram)
  • Category Distribution: No district achieved “Achiever” status (Score = 100). No district fell into the “Aspirant” category (Score < 50).
  • Top-Performing Districts: Hnahthial (Mizoram), Champhai (Mizoram), Gomati (Tripura), Mokokchung (Nagaland)

Key Findings of the SRS Report 2021 with respect to SDG

  • Maternal Mortality Ratio (MMR), i.e Maternal death per 100,000 live births – Declined from 130 (2014-16) to 93 (2019-21). India is approaching the SDG target of ≤70 by 2030.
  • Neonatal Mortality Rate (NMR), i.e Deaths of newborns(0-29 days) per 1000 births – India reduced from 26(2014) to 19 (2021). The state with the lowest rate is Kerala, and the state with the highest NMR is Madhya Pradesh (Lower is better). The SDG target ≤12 by 2030.
  • Infant Mortality Rate (IMR) – Deaths of infants (under 1 year) per 1000 live births, declined from 39 (2014) to 27 (2021). The state with the lowest infant mortality rate is Kerala (6), and the highest is Madhya Pradesh (41).
  • Under-five Mortality Rate (U5MR), that is, deaths of children under five years per 1000 live births, declined from 45(2014) to 31 (2021). The SDG target ≤25 by 2030. Kerala has the lowest U5MR, and Madhya Pradesh has the highest.
